The NGSS program employed a phased series of releases to minimize disruption to ongoing operations, allowed subject-matter and technical expertise to be concentrated efficiently, permitted vendor platforms to mature, allowed piloting of new integration technologies, and maintained reliable third-party services during the transition period.
